The Technician was an employee at Play Pals, working at the company around the time when Mr. Sullivan wants the Chucky doll repaired.

The Technician work on the Chucky doll with Mr. Sullivan watching behind glass. The first technician uses a machine to apply the eyeballs to the doll, but it gets stuck.
After banging on it, the machine continues to work until it electrocutes the 1st technician to death. He then helps the paramedics to his deceased employee. It is unknown what happened to him, it presumed that he continues working at the Play Pals factory.
